By Dale AndrewsSignificant questions are being raised about the Guyana Police Force (GPF)’s capability to realize President Ramotar’s ‘15 for 2015 plan’, not least is his wish for a faster response time to 911 emergency calls. One gets the impression, though, that His Excellency might not be as well-acquainted with several factors when he speaks about police response to calls for assistance. In addition to the 911 emergency number, police response to calls for assistance may be initiated by calling a station directly; or by personal report at station.First of all, one wonders if Office of the President is aware of the dismal state of police vehicles that daily traverse our country’s roadways, and which are in themselves safety hazards to the police occupants, transported suspects, and other road users.DEFECTIVE VEHICLES AND NONCHALANT RANKSAlmost every day, citizens behold police vehicles without rear lights, broken bumpers and fenders rattling merrily along seemingly without a care about appearances or any consideration to setting a law-abiding example.  One morning, a few weeks ago, one police motor car was being driven on a flat tyre along the East Coast, another shameful example is PFF 9126 which can be seen being driven nonchalantly along, with its occupants oblivious to the derisive comments of members of the public. And therefore the question must be asked – does the Auditor General at the behest of the Ministry of Home Affairs conduct an audit of the police vehicles’ state?  If yes, when last was one such inspection done? The impression gained is that as long as the top brass are quite comfortable that their personal transport needs are met using official vehicles allocated to them, then it is every man for himself when it comes to performing in service to the Guyanese people.  In other words, there is no real concern about making the Force more responsive to calls for assistance, since the accepted lame excuse is that vehicles are not available. The fact must be faced that claimed unavailability of police vehicles belies the public utterances of high officials who are not slow to highlight the vehicular allocations that the GPF receives through capital expenditure.  Another issue is the practice of contracting out police vehicles for repairs and servicing while maintaining a staff of qualified mechanics, welders and bodywork specialists on the payroll. This situation is further aggravated by the possibility that the administration may be forced to hire privately-owned vehicles during this elections season. It goes without saying that transport is a key logistical support and plays a fundamental role in assisting police forces the world over,http://www.theworldsoccersshop.com/Belgium-Christian-Kabasele-Jersey.html, including the GPF, to deliver their services to the public. In that regard, it is essential that the correct quantity and quality of properly maintained vehicles be available if there is to be any significant positive impact on the effectiveness of the police to respond to 911 calls. The information with respect to the number and types of vehicles allocated to the various police stations, divisional headquarters, and general headquarters was not available, but that does not preclude the expectation that managing the vehicles assigned to the various areas should be done so as to ensure maximum efficiency. The Guyanese people rightly need to know whether the force is getting value for money.MONITORING AND ANALYSISThis brings us back to the imperative of ensuring the provision of quality service in keeping with citizens’ expectation of a reasonable response time to 911 calls for assistance. As alluded to earlier, several factors should be considered when setting time response targets, and these include: average number of calls; terrain to be covered; distance to be travelled; priority given to particular emergency types; number of vehicles available for patrols and emergency response; and competing demands and deployment strategy.  However, just as important is the mechanism which is established to monitor and analyse the performance in individual station districts and divisions.  If appropriate and effective performance measurements are not in place, then there is no way that the GPF will be able to assess if its performance is efficient, effective and economical.  Furthermore, a comprehensive needs analysis, planning or consultation should be done prior to the procurement of police vehicles to give meaning to any thrust of improved police response. Just as importantly is the fact that the Police Force, which relies heavily on transportation for its function, should have a system in place to ensure the efficient use of its vehicle fleet including the monitoring of fuel use and mileages.Anecdotes abound about senior officers abusing their position for private benefit in this regard. Fuel analyses should be conducted monthly to ensure authorized, efficient and economic use of force vehicles and their fuel consumption.Police response times are also negatively affected by the practice at some stations where official vehicles are used to transport off-duty ranks, thereby putting additional strain on stations, especially those allocated with only one vehicle. The situation is compounded when official vehicles are used to transport the families of officers on personal errands, including marketing. There is also no evidence that force drivers are required to re-certify or upgrade their driving skill, which could lend to a greater degree of comfort among the citizens who are expecting a rapid response by efficient and qualified drivers.  It is unacceptable that police ranks should be injured while on duty because of defective vehicles. It might also be recalled that in a July 2011 incident, a driver lost control of a police vehicle and fatally injured 67-year-old Shantranie Sookdeo, at Enmore on the East Coast of Demerara.COMMANDERS SHOULD BE HELD ACCOUNTABLECommanders should be held accountable for the efficiency and effectiveness of police response in their area of administrative and tactical responsibility albeit with differences in geography, in demand and supply conditions, resource availability and workload. But just as importantly in responding to calls, the central principle ought to be the appropriateness of the response to the circumstances.  That is all the more reason why response times should not be confused with timeliness of response.  If personal safety is at risk or a serious crime is in progress, an urgent police response is critical.  However that should not be taken to mean foolish and irresponsible rushing into a dangerous situation without adequate information and tactical support, as probably occurred in the Middle Street shooting.  Indeed some calls may not require a police presence at the same time, or on the same day, or at all. Therefore it is imperative that the GPF administration provide response-grading guidance with respect to calls for assistance where (i) an urgent response is mandatory for life-threatening situations; (ii) an immediate response is necessary for a matter which may become life-threatening or cause serious disruption to the public; (iii) there is a delayed response which says in effect ‘respond as soon as possible’; (iv) there is a routine response for ‘routine matters’ and finally where no police response is necessary.Taking everything into consideration and in all fairness to the police, the public might be unaware ranks performing duties in divisional operations rooms might have to monitor calls involving other emergency services, security firms, electronic security devices on government and commercial buildings as well as armed robbery alarms at banks while remaining in contact with police vehicles on patrol.A STRATEGIC RESPONSE TIMES PLANFor the GPF to find its way out of its current predicament the incoming government must insist that the force formulate and present a strategic response times plan for improving response overall, before committing to major new capital investments in this area. The strategy should clarify accountabilities throughout the response system, and develop a framework of indicators and standards to help the administration and the public monitor response performance.  However, for these to be sustainable the GPF should also consider (i) developing a fleet management plan to assist in determining its optimal operational vehicle strength; (ii) adhering stringently to a rigid maintenance schedule; (iii) monitoring vehicle usage; (iv) performing life cycle cost analysis to determine optimum operational service and replacement. These are but a few of the sensible actions that can lead to a better response time and ultimately to citizen satisfaction.

or desire among existing things as a principle, as Parmenides, too, does; for he, in constructing the genesis of the universe, says:—
Love first of all the Gods she planned.
And Hesiod says:—
First of all things was chaos made, and then
Broad-breasted earth . . .
And love, ‘mid all the gods pre-eminent,
which implies that among existing things there must be from Philadelphia Eagles Kvinnor the first a cause which will move things and bring them together. How these thinkers should be arranged with regard to priority of discovery let us be allowed to decide later; but since the contraries of the various Washington Redskins forms of good were also perceived to be present in nature-not only order and the beautiful, but also disorder and the ugly, and bad things in greater number than good, and ignoble things than beautiful-therefore another thinker introduced friendship Maillot VfL Wolfsburg Pas CHer and strife, each of the two the cause of one of these two sets of qualities. For if we were to follow out the view of Empedocles, and interpret it according to its meaning and not to its lisping expression, we should find that friendship is the cause of good things, and strife of bad. Therefore, if we said that Empedocles in a sense both mentions, and is the first to mention, the bad and the good as principles, we should perhaps be right, since the cause of all goods is the good itself.
These thinkers, as we say, evidently grasped, and to this extent, two of the causes which we distinguished in our work on nature-the matter and the source of the movement-vaguely, however, and with no clearness, but as untrained men behave in fights; for they go round their opponents and often strike fine blows, but they do not fight on scientific principles, and so too these Scarpe Nike Air Max 90 Sneakerboot Donna thinkers do not seem to know what they say; for it is evident that, as a rule, they make no use of their causes except to a small extent. For Anaxagoras uses reason as a deus ex machina for the making of the world, and when he is at a loss to tell from what cause something necessarily is, then he drags reason in, but in all other cases ascribes events to anything rather than to reason. And Empedocles, though he uses the causes to a greater extent than this, Kun Aguero Tröja neither does so sufficiently nor attains consistency in their use. At least, in many cases he makes love segregate things, and strife aggregate them. For whenever the universe is dissolved into its elements by strife, fire is aggregated into one, and Scarpe Nike Free 4.0 Donna so is each of the other elements; but whenever again under the influence of love they come together into one, the parts must again be segregated out of each element.
Empedocles, then, in contrast with his precessors, was the first to introduce the dividing of this cause, not positing one source of movement, but different and contrary sources. Again, he was the first to speak of four material elements; yet he does not use four, but treats them as two only; he treats fire by itself, and its opposite-earth, air, and water-as Tennessee Titans one kind of thing. We may learn this by study of his verses.
This philosopher then, as we say, has

p with the landlady of the establishment.
"Well," asked the latter, "so the poor little woman of the third floor has made up her mind at last, eh?"
"How could she help herself?" answered Mme Gabin. "It was the very best thing for her to do. Monsieur Simoneau showed her so much kindness. You see, he had finished his business in Paris to his satisfaction, for he has inherited a pot of money. Well, he offered to take her away with him to his own part of the country and place her with San Diego Chargers Barn an aunt of his, who wants a housekeeper and companion.
The landlady laughed archly. I buried my face in a newspaper Atlanta Falcons which I picked off the table. My lips were white and my hands shook.
"It will end in a marriage, of course," resumed Mme Gabin. "The little widow mourned for her husband very properly, and the young man was extremely well behaved. Well, dhey left last night--and, after all, they were free to please themselves."
Just then the side door of the restaurant, communicating with the passage of the house, opened, and Dede appeared.
"Mother, ain't you coming?" she cried. "I'm waiting, you know; do be quick."
"Presently," said the mother testily. "Don't bother."
The girl stood listening to the two women with the precocious shrewdness of a child born and reared amid the streets of Paris.
"When all is said and done," explained Mme Gabin, "the dear departed did not come up to Monsieur Simoneau. I didn't fancy him overmuch; he was a puny sort of a man, a poor, fretful fellow, and he hadn't a Pittsburgh Steelers Kvinnor penny to bless himself with. No, candidly, he wasn't the kind of husband for a young and healthy wife, whereas Monsieur Simoneau is rich, you know, and as strong as a Turk."
"Oh yes!" interrupted Dede. "I saw him once when Angel di Maria Tröja he was washing-his door was open. His arms are so hairy!"
"Get along with you," screamed the old woman, shoving Minnesota Wild Drakter the girl out of the restaurant. "You are always poking your nose where it has no business to be."
Then she concluded with Halpa Miehet Windstopper Takki these words: "Look here, to my mind the other one did quite right to take himself off. It was fine luck for the little woman!"
When I found myself in the street again I walked along slowly with trembling limbs. And yet I was not suffering much; I think I smiled once at my shadow in the sun. It was quite true. I WAS very puny. It had been a queer notion of mine to marry Marguerite. I recalled her weariness at Guerande, her impatience, her dull, monotonous life. The dear creature had been very good to me, but I had never been a real lover; she had mourned for me as a sister for her brother, not otherwise. Why should I again disturb her life? A dead man is not jealous.
When I lifted my eyelids I saw the garden of the Luxembourg before me. I entered it and took a seat in the sun, dreaming with a sense of infinite restfulness. The thought of Marguerite stirred me softly. I pictured her in the provinces, beloved, petted and Pittsburgh Steelers Tröjor very happy. She had grown handsomer, and she was the mother of three boys and two girls. It was all right. I had behaved like an honest man in dying

‘They were not firing at us, lad. They were aiming at some one in the water between us and them. Pull, Micah! Put your back into it! Some poor fellow may he drowning.’
‘Why, I declare!’ said I, looking over my shoulder as I rowed, ‘there is his head upon the crest of a wave. Easy, or we shall he over him! Two more strokes and be ready to seize him! Keep up, friend! There’s help at hand!’
‘Take help to those who need help’ said a voice out of Philippe Coutinho Drakt the sea. ‘Zounds, man, keep a guard on your oar! I fear a pat from it very much more than I do the water.’
These words were delivered in so calm and self-possessed a tone Los Angeles Rams Hattar that all concern for the swimmer was set at rest. Drawing in our oars we faced round to have a look at him. The drift New England Patriots Tröjor of the boat had brought us so close that he could have grasped the gunwale had he been so minded.
‘Sapperment!’ he cried in a peevish voice; ‘to think of my brother Nonus serving me such a trick! What would our blessed mother have said could she have seen it? My whole kit gone, to say nothing of my venture in the voyage! And now I have kicked off a pair of new jack boots that cost sixteen rix-dollars at Vanseddar’s at Amsterdam. I can’t swim in jack-boots, nor can I walk without them.’
‘Won’t you come in out of the wet, sir?’ asked Reuben, who could Halpa Moncler Naiset 2017 scarce keep serious at the stranger’s appearance and address. A pair of long arms shot out of the water, and in a moment, with a lithe, snake-like motion, the man wound himself into Gants Pas CHer the boat and coiled his great length upon the stern-sheets. Very lanky he was and very thin, with a craggy hard face, clean-shaven and sunburned, with a thousand little wrinkles intersecting it in every direction. He had lost his hat, and his short wiry hair, slightly flecked with grey, stood up in a bristle all over his head. It was hard to guess at his age, but he could scarce have been under his fiftieth year, though the ease with which he had boarded our boat proved that his strength and energy were unimpaired. Of all his characteristics, however, nothing attracted my attention so much as his eyes, which were almost covered by their drooping lids, and yet looked NFL Knit Hattar out through the thin slits which remained with marvellous brightness and keenness. A passing glance might give the idea that he was languid and half asleep, but a closer one would reveal those glittering, shifting lines of light, and warn the prudent man not to trust too much to his first impressions.
‘I could swim to Portsmouth,’ he remarked, rummaging in the pockets of his sodden jacket; ‘I could swim well-nigh anywhere. I Halpa Naiset Cg Dawson Parka once swam from Gran on the Danube to Buda, while a hundred thousand Janissaries danced with rage on the nether bank. I did, by the keys of St. Peter! Wessenburg’s Pandours would tell you whether Decimus Saxon could swim. Take my advice, young men, and always carry your tobacco in a water-tight metal box.’
As he spoke he drew a flat box from his pocket, and several wooden tubes, which he screwed together to form a lon

months later I had saved a little money by taking in extra work after office hours, and through the influence of a friend of my father's I obtained a petty appointment in Paris. I started off to settle there with the dear little woman so that she might cry Maillot Hongrie Pas CHer no more. During the night, which we spent in the third-class railway carriage, the seats being very hard, I took her in my arms in order that she might sleep.
That was the past, and now I had just died on the narrow couch of a Paris lodginghouse, and my wife was crouching on the floor, crying bitterly. The white light before my left eye was growing dim, but I remembered the room perfectly. On the left there was a chest of drawers, on the right a mantelpiece surmounted by a damaged clock without a pendulum, the hands of which Sergio Ramos Drakt marked Chicago Blackhawks Drakter ten Maillot River Plate Pas CHer minutes past ten. The window overlooked the Rue Dauphine, a long, dark street. All Paris seemed to pass below, and the noise was so great that the window shook.
We knew nobody in the city; we had hurried our departure, but I was not expected at the office till the following Monday. Since I had taken to my bed I had wondered at my imprisonment in this narrow room into which we had tumbled after a railway journey of fifteen hours, followed by a hurried, confusing transit through the noisy streets. My wife had nursed me with smiling tenderness, but I knew that she was anxious. She would walk to the window, glance out and return to the bedside, looking very pale and startled by the sight of the busy thoroughfare, the aspect of the vast city of which she did not know a single stone and which deafened her with its continuous roar. What would happen to her if I never woke up again-alone, friendless and unknowing as she was?
Marguerite had caught hold of one of my hands which lay passive on the coverlet, and, covering it with kisses, she repeated wildly: "Olivier, answer me. Oh, my God, he is Halpa Naiset Denali Takki dead, dead!"
So death was not complete annihilation. I could hear and think. I had Washington Capitals Barn been uselessly alarmed all those years. I had not dropped into utter vacancy as I had anticipated. I could not picture the disappearance of my being, the suppression of all that I had been, without the possibility of renewed existence. I had been wont to shudder whenever in any book or newspaper I came across a date of a hundred years hence. A date at which I should no longer be alive, a future which I should never see, filled me with unspeakable uneasiness. Was I not the whole world, and would not the universe crumble away when I was no more?
To dream of life had been a cherished vision, but this could not possibly be death. I should assuredly awake presently. Indianapolis Colts Hattar Yes, in a few moments I would lean over, take Marguerite in my arms and dry her tears. I would rest a little while longer before going to my office, and then a new life would begin, brighter than the last. However, I did not feel impatient; the commotion had been too strong. It was wrong of Marguerite to give way like that when I had not even the strength to turn my head on the pillow and smile at he
