Human Services and Social Security Minister, Priya Manickchand, yesterday travelled to the Potaro/Siparuni, Region #8, where she along with a team from her ministry launched a permanent office that will be increasing the capacity of the Social Services offered in the locale.A section of the Mahdia community leaders Prior to the official launch, the Minister met with community leaders and elected officials in the mining town of Mahdia, where she impressed upon them the need to recognize and perform their individual roles in assisting the Ministry to fight the various social scourges that afflicted the Region.The Minister explained in depth the various services offered by the Ministry that will now be more readily available to the residents of the regions with the installation of the permanent office that will be staffed with personnel such as a resident probation officer as well as a welfare officer, who has been in the region for some time now, among others.Manickchand pointed out that there have been several pieces of legislation tabled in the National Assembly such as the – Protect Children Bill, The Status of Children Bill,Wholesale Jerseys USA, the Adoption of Children Bill and the now enacted Childcare and Protection Agencies Act along with the others to follow.She explained in summary what were some of the provisions of the pieces of legislation and consequences that were included for offences such as exposing children to alcohol, tobacco as well as illicit and other illegal substances.Manickchand did remind the audience that there would be an aggressive sensitization campaign as it relates to the new pieces of legislation.She pointed out also, the various mechanisms in place for the elderly and vulnerable such as public assistance, pension and the single-parent assistance fund among others.She was adamant, however, that in order for the programs to succeed it was incumbent upon all, especially the leaders invited to the seminar, to sensitise the populace on how to access the services.The issue of domestic violence was also addressed, with Manickchand telling the group that coming out of the ‘Stamp it Out’ consultations, the laws that would address domestic violence and sexual offences have been modernized and will provide stringent penalties in the form of the Sexual Offences Bill which will be tabled shortly in the National Assembly.“We have seen in Guyana, although we have passed the Domestic Violence Act and published a National Policy on Domestic Violence recently, that there still has been a significant amount of domestic abuse in recent times.”Minister Manickchand meets schoolchildrenThe Minister pointed out that the leaders such as schoolteachers and head teachers, among others, have a duty to play.“I think we have a lot of work to do with our generation…sometimes one can get frustrated with how slow the message seems to be getting across…what we can make sure we do, is that the children that are growing up now, grow in a Guyana that does not tolerate domestic violence.”She stated that it was in this regard that the burden rests on the teachers/leaders, “sitting down and being lectured to about it is not going to help you…you need to educate yourself about it, the issue…you need to examine where you stand on the issue and make sure you stand on the right side of the issue,” in that violence cannot be used to resolve conflicts.She challenged those present, among them teachers, police, pastors, community leaders, elected officials that with that in mind, “make sure that every child that passes through your hands understand that he/she must not be beaten or resort to violence to settle conflicts…if you can’t do that, then very little else that you do will make sense…if you don’t take up that challenge you are wasting your life, your talent, your time and you are failing your country.”Manickchand reasoned that for every person male or female that dies as a result of domestic violence, it will be a loss to the country in that there will be one less to assist in the development of the country and at the end of the day, all and sundry will suffer as a result.She added that if the nation were to continue with the attitude as it relates to domestic violence that, “teeth and tongue does bite, we will all continue to be adversely affected.”The minister challenged the police ranks present to ensure that abuse is treated, as it should be, namely a crime, in that there were alternatives to persons afflicted by domestic violence, male or female.The Ministry team will continue its work in the region today and will address among other issues the setting up of a Trafficking in Persons (TIP) Network to track and allow for the apprehension of any such activities in the region.The Minister while speaking to the gathering touched on the issue pointing out that on several occasions the US has pointed to Guyana in a bad light as it relates to TIP.She said that there is no evidence of trafficking of persons in Guyana, either from the US or local research and reports or the networks established.Manickchand noted that this was why networks were very important in that even if there were no documents supporting allegations the persons in the community would be au fait with what transpires in the area.“We have no evidence of TIP but that’s not to say we don’t have it…we are a country with 750,000 persons and where there are many people you will have deviants among them.”She did point out, however, that there is a difference between TIP and persons that travel to the region of their own consent to do whatever, “however unwholesome it may be.”The Minister was adamant that if, “we find any person irrespective of how much we like you and appreciate your business employing persons under the age of 18 and or exposing them to any forms of prostitution…we are going to move against you.”Only recently one young girl was rescued by the welfare department in collaboration with the police.The Minister pointed out that while she was hopeful that it would not have to necessarily be someone from that region, she desperately wanted to make an example of a trafficker to send the message that her ministry would not tolerate such criminal behaviour. “We want to show the rest of the country what we will do to the traffickers of persons.”
