Children can have a better understanding of their rights. One of those legislations was the Protection of Children Act 2009.Student Friendly Guide to the Protection of Children Act 2009 is now a public documentThat Act speaks specifically about protective interventions when children are at risk, court proceedings, and consequences for child abusers.The Protection of Children Act was passed to make sure those children who are in vulnerable, harmful, unsafe or unhealthy situations or who have been neglected or abandoned are given help and or care by the Childcare and Protection Agency or other responsible adults.To foster greater awareness among children of their Rights, the booklet was developed with simplified language and pictures. The idea is to give children the opportunity to read and understand the protective measures contained in the legislation.She explained that the booklet will inform children how the law is going to protect them and where to report violations, should they need to do so.However, before this pertinent document could have reached the beneficiaries it underwent several key stages. Ferguson emphasized that arrangement for the simplification of the language of the legislation into one that children will understand was the first stage.The draft document with the simplified language was disseminated to 12 secondary schools for students to discuss. She asserted that Head teachers were tasked to arrange the discussions and report findings. It was noted that all the Head teachers responded and the information given was used to prepare the final draft.Ferguson stated that with the assistance of the United Nations Children’s Fund (UNICEF) the booklet was designed and the final draft was approved.Utilizing the infamous sorrowful story of Neesa Gopaul’s murder and circumstances leading to her death, Jessica Anthony, a Queen’s College (QC) student retold the horrors the late Gopaul (who was a QC student) and her little sister endured while they resided with their mother and stepfather.She emphasized that though Gopaul cried out to anyone who had ears to listen the deceased and her sister were left to the mercy of the adults.Anthony is optimistic that the circulation of the booklet in the school system will somewhat help to prevent another gruesome untimely death of a child by the hands of abusers.She asserted that education is empowerment and that is what is given through this Act. The simplified language makes it easier to understand and the pictures jumps out to readers, captivating their minds.According to Suleiman Braimon, UNICEF Representative for Guyana, Suriname and Trinidad and Tobago, children have to understand what the law says to claim their rights. Braimon stated that UNICEF does not want a situation of the Gopaul story to be repeated.He emphasized that UNICEF sees this publication as a critical step in bridging the gap of awareness among children.They can then be empowered as rights holders. However, the duty holders are the Government, teachers, parents and numerous persons in the community.Braimon added that he is pleased that the Act is in accessible language to children and explicitly state that everything must be in the best interest of the child. He stressed that today at least five Bills have become laws but the challenge is to implement them.It was revealed that oftentimes when one speaks about child abuse the abuser is no stranger to the child. In addition, children most times are not aware of their rights to report the matter, to be heard, and to see action taken against the abuser.Braimon tasked that the next step in making this document reach more children is to have it available in soft copy. This he pointed out is easy to do but the real challenge will be to get it where it is needed.He emphasized that while a lot has been done in Guyana from the legal perspective for children rights, there is still more to do.
