A Trinidad company interested in sharing power from an 800-megawatt hydroelectric project in Guyana, never signed any agreements with the government.Rather, according to President Bharrat Jagdeo, ENMAN Services may have only signed a Memorandum of Understanding (MOU) with Government to look at the possibilities of building a hydro dam.During a press conference on Thursday at Office of the President, President Jagdeo also explained that any company that wants to do business in Guyana similar to the hydro project, will have to conduct a number of studies, including feasibility studies.Even when this is all done, Cabinet will still have to determine whether the project will threaten Guyana; how large area will have to be flooded among other considerations, the Head of State said.Additionally, in the case of the hydro project, Guyana Power and Light Inc (GPL) will still have to agree to purchase the power from the investors.According to Jagdeo, moving from one stage, the MOU to a Cabinet decision is a huge difference which will take into account the question of taxes and feasibility.ENMAN, in a press statement a few weeks back, said that it is awaiting the completion of a final feasibility to apply for a licence to develop a massive 800 megawatt hydro power project in the Mazaruni River.The statement had raised questions since it gave the impression that no studies had even been completed, yet an agreement was signed.ENMAN had also expressed its pleasure that the governments of Guyana and Brazil have agreed to work jointly to stimulate infrastructure development in Guyana, thereby clearing the way for the Turtruba Hydropower project to proceed.The statement had said that on September 17, President Jagdeo of Guyana and President Lula Da Silva of Brazil met at the Takutu Bridge opening in the border town of Lethem, Guyana, and announced their support of infrastructure development that would provide much-needed energy and transport support to Guyana and north-western Brazil.“ENMAN Services entered into a Memorandum of Understanding with the Government of Guyana on July 31, 2001, which gives it the exclusive right after completion of a final feasibility study to apply for a license to develop the Turtruba Hydropower Project – an 800-megawatt hydropower development on the middle Mazaruni River in Guyana that would be a significant source of environmentally sustainable and clean climate electricity for the two countries,” the statement said.A fibre optic cable is included as part of the project under the Memorandum of Understanding.
