—Bill published and ready for Parliament Opposition Leader Bharrat Jagdeo yesterday signalled his intention to meet with his Members of ParliamentOpposition Leader Bharrat Jagdeoand PPP members to discuss the new Narcotics Drug and Psychotropic Substances (Control) (Amendment) Bill 2015. This new piece of legislation was drafted by Nigel Hughes and Mark Waldron.This comes in the wake of the imprisonment of former national footballer turned coach, Vibert Butts, by a city Magistrate for the possession of marijuana. Butts has since appealed his conviction and sentence.Jagdeo and Hughes were in conversation yesterday afternoon about the content and tabling of the Bill, which is expected to relax the mandatory marijuana conviction. Jagdeo said that he was in possession of a copy of the Bill and will be reviewing it with the Opposition Members of Parliament.However, he stated that he was not prepared to disclose his thoughts on the content of the Bill at the moment.Hughes remained tight-lipped on who will be tabling the Bill. His bail was set at $550,000—$450,000 for the possession of marijuana and another $100,000 for having in his possession marijuana utensils.The bulk of money secured for his release came from his family and the Benschop Foundation.An unrepresented Butts had initially pleaded not guilty to the charge. However, he stated that the legalisation of marijuana smoking would fly in the face of the anti-tobacco legislation, which will be tabled next year.However, Hughes disagrees with Norton’s notion; he stated that such legislation would not need consultation since “the evidence is clear that it does more harm than good”.Butts is one of many persons who was charged and remanded to prison for possession of small amounts of marijuana. |
