| The Caribbean Community’s (CARICOM’s) Council for National Security and Law Enforcement (CONSLE) will host its 17th meeting at the CARICOM Secretariat in Turkeyen Greater Georgetown tomorrow. Under the chairmanship of Barbados’ Attorney-General and Minister of Home Affairs, Adriel Brathwaite, CARICOM Ministers with responsibility for National Security are expected to consider for approval, the CARICOM Cyber Security and Cyber Crime Action Plan (CCSCAP).This plan provides a framework through which all initiatives of cyber security and cyber crime in the Region will be developed, implemented and managed to eliminate duplication and to realise optimal benefit of the Region’s response.As advances in technology continue to reshape the way business is being done globally, economic cyber crime continues to rise, and according to an OAS 2014 report, the region of Latin America and the Caribbean has one of the fastest-growing Internet populations in the world,China Jerseys Cheap, giving rise to a number of significant cyber security challenges.CARICOM’s Strategic Plan for 2015-2019 identifies cyber crime as an obstacle and threat to social and sustained economic development in the Community. Strengthening Cyber Security is seen as a strategy to achieve both technological and social resilience.Heads of Government at their 24th Intercessional Meeting in Haiti adopted the CARICOM Crime and Security Strategy to guide the Community’s approach to crime and security.Issues related to Member States’ Citizenship by Investment Programmes (CIPS) will also be discussed, as well as measures to ensure that national and regional security is not compromised by such programmes.CARICOM’s relationship with Third States and financing the regional security agenda, among other issues, will also engage the attention of the Region’s Ministers of National Security.The Meeting commences at 09:00 hrs with a brief ceremony chaired by CARICOM Secretariat Assistant Secretary-General for Human and Social Development, Dr. Douglas Slater. There will be addresses by the Hon. Adriel Brathwaite and CARICOM’s Secretary-General, Ambassador Irwin LaRocque.CONSLE is responsible for the coordination of the Region’s multi-dimensional security agenda, to ensure a safe and stable Community.Meanwhile in Guyana, The Cybercrime Bill of 2016 was presented and read for the first time in the National Assembly in August by Attorney General and Minister of Legal Affairs, Basil Williams.The Minister subsequently referred the complex legislation to a Special Select Committee so that it can be properly perused and amendments made where necessary.The Bill seeks to combat cybercrime by creating offences related to it. It provides for penalties, investigation and prosecution of the offences and related matters.It also sets out that a person commits an offence if he intentionally, without authorization or in excess of authorization, or by infringing any security measure, accesses a computer system or any part of a computer system of another person.The draft legislation also deals with child pornography and child luring. It says that a person who produces child pornography for the purpose of distribution through a computer system, or offers or makes available, distributes or transmits child pornography through a computer system, commits an offence.It says, too, that a person who uses a computer system to arrange a meeting with a child with the intent of abusing or engaging in sexual activity with the child or producing child pornography, whether or not he takes any steps to effect such a meeting, commits child luring.Another clause in the Bill addresses the publication or transmission of images of the private area of a person. It states that a person who captures, stores in, publishes or transmits through a computer system, the image of the private area of another person without that other person’s consent commits an offence. |
