Previously, only Animal Services staff members and county employees were allowed to foster shelter animals.
"I do love the direction we're going in, and I think it's something very positive," said Jennifer Thaler, who has been an animal control officer for 12 years. "Opening up the foster program to the public is one big step into lessening the euthanasia rate."
Animal Services is offering free mandatory training sessions led by shelter veterinarian Heather Skogerson for those interested in becoming foster parents. More than 40 people have attended.
"We get a lot of puppies and kittens in here, especially in springtime, because a lot of people don't spay or neuter their animals," Skogerson said.
Fostering puppies and kittens may sound like a cute thing to do, but, Skogerson said, volunteers need to know it's a big commitment.
"The biggest challenge is feeding them all night long, staying up, long hours," she said. "It's like an infant. Some young animals may be sick, and it's important that volunteers have a room where they can keep the litter separated from other household pets and that can be easily disinfected.
Foster parents also are responsible for providing food and other items the animals may need. Animal Services will provide veterinary care, and foster parents must bring the animals to the shelter for regular checkups, worming and vaccinations.

Angelique Sieverson, of Thousand Oaks, attended a recent training session at the shelter.
