– recommends UNHRC working groupThe United Nations Human Rights Council (UNHRC) has recommended that Guyana investigate and prosecute, where necessary, abuses committed by the “‘Phantom’ Death Squad”. This was among the first of the recommendations made by the Council when this country presented its report for UNHRC Universal Periodic Review (UPR) on Tuesday.Among the first questions posed after the report was presented, was one dealing with extra judicial killings and excessive use of force by the military and police forces. Questions were also posed on the issues of impunity and lack of accountability.Recommendations call for Guyana to examine the adoption of a formal moratorium on executions, with a view to abolishing the death penalty, and to provide adequate human rights training to security forces officers.Guyana’s presentation to the Universal Periodic Working Group was made by Head of the Guyanese delegation, Foreign Affairs Minister, Carolyn Rodrigues-Birkett. Other members of the delegation were Presidential Advisor Gail Teixeira, and Ambassador Dr. Patrick Gomes.The protocol of the working group saw statements, questions and recommendations being made by representatives of national governments at the session, members of the working group, Non Governmental Organisations, both national and international,Cheap Jerseys From China, and other accredited bodies.The interactive discussion included 20 member states and 12 observer states.Head of the Presidential Secretariat, Dr. Roger Luncheon, said yesterday that those questions, statements and recommendations were consolidated into 107 questions.He added that Guyana’s delegation will be responding to them today.Guyana’s opening statement emphasised process and progress in its compliance with its obligations under human rights and other fundamental rights, conventions and treaties and the applicable interventions.The interactive session actually captured the questions and recommendations in 11 areas, stated Dr. Luncheon. Among them were areas dealing with domestic issues, the application of treaty provisions, and the expansion of treaty coverage.When Guyana responds today, the forum will notify the working group whether the recommendations would be accepted or implemented.Dr. Luncheon observed, however, that Guyana also has a third option of reserving a position until the September 2010 meeting of the UNHRC at which the entire activity would be referred for the adoption of the Guyana report.Meanwhile, the Guyana Human Rights Association (GHRA) has accused the Government of being secretive when preparing the report.Adding the compilation of the information was non participatory, the GHRA stated that it reflects contempt for both the Human Rights Council and for Guyanese civil society.Pointing out that the report is self-serving to the Guyana Government, the local Human Rights group feels that it also goes against the rules of the UNHRC. |
